On Dec. 12, Wisconsin Gov. Scott Walker signed Senate Bill 190, providing the Wisconsin Department of Natural Resources with more flexible and cost-effective options for protecting water quality on a watershed scale. The new law paves the way to expand adaptive management and water quality trading, as it allows for pollutant-specific Wisconsin Pollutant Discharge Elimination System permits rather than facility-specific permits. This is intended to allow point and nonpoint sources to better collaborate to achieve phosphorus and other water quality standards. Learn more about the concept of adaptive management.
