On Jan. 29, the Allegheny County (Pa.) Sanitary Authority (ALCOSAN) submitted a $2.8 billion wet weather plan to address sewer overflows in compliance with a 2008 consent decree. Based on model simulations, during the course of a year, ALCOSAN captures and treats 291 million m3 (77 billion gal) of wastewater, while 34 million m3 (9 billion gal) discharge from 350 combined sewer overflow (CSO) outfalls. The proposed infrastructure upgrades would capture 79% of CSOs, reduce sanitary sewer overflows by 90%, and double sewer rates.
